Léo Moreau is National Olympic Committees Relations Manager in the Organizing Committee of the Youth Olympic Games in Dakar 2026.
Earlier he worked for the Cabo Verde Olympic Committee as Chef de Mission to the Olympic Games in Paris 2024, and as project manager.
Léo has played a key role in the Sport for Life movement since 2017, promoting human development through sport and education. He founded and led the Sport for Life Africa Office and is an international facilitator experienced developing resources, launching the project in new countries (Mozambique, São Tomé & Principe, Zambia, Guinea-Bissau, Botswana) and mentoring volunteers around the world.
Léo completed a Master in International Cooperation and Development at the University of Sorbonne Nouvelle in Paris and a Master in Strategic and Project Management at the Political Studies Institute (Sciences Po) of Rennes, France.
Fluent in French, English, Spanish and Portuguese, Léo also speaks Cape-verdean Creole. He has lived in France, Argentina, Brazil, Cabo Verde and Senegal.
